Camden Federation of
Tenants and Residents Associations is an independent voluntary organisation
which works with Council tenants and leaseholders. The Federation
is managed by a committee of representatives from Tenants' Associations
and individual tenants elected at its Annual General Meeting. The
Federation has a centrally based resource centre for Tenants' Associations
offering the following free facilities:
Services - Federation
staff are available to help set up Tenants' Associations, attend
meetings and provide training and support. They can also give information
and advice on local and national housing issues and policies. The
Federation organises open meetings on different housing topics and
produces and distributes leaflets and information.
Computer Facilities
- Tenants are welcome to use the Federation's office facilities
for work related to their Tenant's Associations, including typing
up minutes, letters etc. and producing newsletters. If you have
never touched a computer before, we can give you one to one training.
We also have access to the internet.
Photocopying - The
Federation has photocopying facilities available free to all Tenants'
Associations; a black and white photocopier which does single and
double sided, collating, stapling, enlarging and reducing, and a
colour laser printer as well.
Library - Housing
publications include, Inside Housing, Housing Today, London Housing
News; we keep agendas and minutes of Council meetings concerning
housing; details of training and conferences provided by national
organisations; where to go and find funding and specialist advice;
and a side range of information on local and national housing policies,
housing finance, Best Value, heating and health.
Space - The resource
area and kitchen facilities are available for use by Tenants' Associations
for meetings in the evening. There is a training room which holds
about 40 people, which can be booked for daytime and evening meetings.
Staff are available to
help during the day and for Tenants' Associations and other meetings
in the evenings. As much of the support work of the Federation takes
place in the evenings, staff may not always be available for 'Drop
in' visitors, so please ring and make an appointment first.

The Federation of Enfield
Community Associations (FECA) is an organisation run by tenants
and leaseholders, for all residents in the London Borough of Enfield,
giving advice and information on housing matters. They aim to -
- Promote tenant and
resident participation
- To promote the exercise
of tenants and residents rights and the maintenance and improvement
of their housing conditions.
- To promote, protect
and further the interests of all constituent associations and
their individual members and where appropriate those of any other
action groups that may not be directly represented by a constituent
association.
- To make to the LB
of Enfield such representation an/or observations that may be
deemed necessary by members on any Housing Management matter,
and further, to take all possible steps to ensure than any such
representations are taken into account by the LB of Enfield at
the appropriate time and that any such recommendations of the
Federation and its membership are, whenever possible acted upon
expeditiously.
- To take all possible
steps to ensure compliance by the LB of Enfield with the duties
and the responsibilities laid on it under the various statutes
or common law, whether implied or explicit.
- To promote the harmonious
functioning of a multi-cultural community and to work towards
the elimination of all forms of discrimination.
FECA provides information
to residents on many aspects of housing and many other community
issues, including - how to set up tenants, resident, community associations
or action groups; changes in legislation; rent setting process;
repairs; caretaking; grounds maintenance; housing benefits; anti-social
behaviour; health and safety issues; homelessness; complaints. They
also disseminate information from organisations such as Shelter,
the Tenants and Residents Organisation of England, the Tenants and
Residents Organisation of England, The Tenants Participation Advisory
Service, the Chartered Institute of Housing; the London Hazards
Centre, Enfield Voluntary Action and the London Regeneration Network.
FECA has representatives on various committees and panels in Enfield.
They promote consultation through bi-monthly meeting of their membership;
bi-monthly meetings with their management committee; presentations;
questionnaires; providing access to legal advice, photocopying,
fax and computer services; telephone enquiries and providing a residents

The umbrella organisation for all local residents associations in
Haringey, whether they are made up mainly of council tenants, leaseholders,
freeholders, housing association or private tenants. A total of
103 associations have either attended or sent apologies to meetings.
There are currently about 130 such organisations on HFRA's mailing
list. Monthly meetings discuss the diverse issues affecting local
communities in Haringey. Reports are given from local associations.
The meetings enable delegates to gain support and solidarity for
specific local concerns and campaigns as well as to take co-ordinated
action to improve things for local people. Some of the current issues
are - the future of council housing; parks and green spaces; traffic
calming; urban development projects and regeneration; planning matters;
rubbish and waste; licensing; and how to build up community spirit
in every neighbourhood and locality. HFRA have a range of leaflets
available, including their own newsletter - Community Action. They
are not funded by and are independent from Haringey Council.

Hillingdon Tenants and
Residents Federation is an umbrella organisation that represents
all T&RAs within the London Borough of Hillingdon. It's role
is to inform members of changes in the Council and assist with any
problems that may arise between members and the council. At the
formation of what is not LB of Hillingdon, there was only one TA
within the area. - The Hayes and Harlington Council Tenants Association
- which came to life originally in the late 1940's out of a campaign
by tenants of the Botwell Estate on Hayes to get their homes lit
by electricity instead of gas.
The Federation currently
represents19 T&RA. Members attend various panels and organisations
and is there to represent all groups and put tenants problems to
the council.
The Federation is a non-political
organisation that aims to revive community spirit within neighbourhoods
to promote the harmonious functioning of a multi-racial community
and to work towards the elimination of all forms of discrimination.
It aims to increase the effectiveness of T&RA through the promotion
of combined action on all matters of common interest - relating
to housing and environmental issues. It campaigns for representation
at the highest level in council departments and fights for resource
centres available to all. It also aims to achieve the closest possible
liaison and co-operation with other bodies having aims similar to
or compatible with those of the Federation.
Hillingdon Federation
holds monthly meetings and its executive committee meets every 2
weeks.

The Federation of
Islington Tenants Associations is a tenant-lobbying organisation
run by members of recognised Tenants Associations on behalf of residents.
FITA is one of the largest Federations in Great Britain and the
membership is ever-increasing as residents discover the benefits
of helping each other through the Federation.
FITA (pronounced Fighter)
fights for better conditions, better facilities and more rights
for residents. Above all, FITA stands for the rights of everyone
to a decent, warm, affordable home in good repair.
FITA is the recognised
body for the setting up of Tenants and Residents Associations in
the borough. FITA's workers are available to give on-going support
and advice over a range of housing issues and to provide practical
support in the form of printing notices, correspondence for meetings,
newsletters, posters, agendas, venues for meetings etc. FITA can
also assist where appropriate with financial book keeping and can
audit accounts to present to AGMs.
The office is staffed
by 3 full-time workers who are directly responsible to the Management
Committee/Directors (who are tenant reps.) through monthly Management
Meetings and to the membership through quarterly General Meetings.
FITA is also useful for
the council, as it reflects the views and problems of council residents
throughout the borough. FITA represents the interests of council
residents to Central and Local Government and has gained many victories
for council tenants on issues such as living conditions, rents,
maintenance and repairs, improvement to property, estate facilities
and other services. It meets regularly with the Assistant Chief
Housing Officers to represent borough-wide concerns.

Following a long history
of tenant participation in the Royal Borough, and within a rapidly
changing public service climate in the early 1990's, the tenants
and leaseholders of the Royal Borough of Kensington and Chelsea
decided to pursue their legal right to manage their own homes. Following
two separate ballots in 1994 and 1995, a whole borough Tenant Management
Organisation was established on 1st April 1996.
On that date the TMO
took over the management and maintenance of the entire housing stock
of the Royal Borough (although an Estate Management Board manages
the Lancaster West Estate). The Council still owns the properties
and retains responsibility for strategic housing policies, major
capital projects and homeless people. The relationship between the
TMO and the Council is governed by a Management Agreement, which
covers all areas of the landlord business. While the TMO still enjoys
a close working relationship with the Council, it is a completely
separate company.
Kensington and Chelsea
has become the first tenant-led Arms Length Management Organisation
("ALMO") i
Approximately 230 staff
work for the TMO, based at the Town Hall, Allen Street, Warwick
Road, and various other sites throughout the Royal Borough.

SGTO has been in existence
in one form or another for over 20 years. It is independent of the
council and exists to raise issues that concern tenants across the
borough. It is a non-profit making, voluntary organisation, representing
and promoting the rights of tenants and residents groups throughout
the London Borough of Southwark. It is run by tenants and helps
to bring together the tenants and residents of Southwark to improve
their quality of housing by offering support, training, advice and
resources. It is managed by an Executive Committee elected each
year at its Annual General Meeting. SGTO is part of the Tenants
and Residents Organisation of England and is affiliated to a number
of regional and national organisations that are influential in the
development of national housing policy.
