Re - Rent Restructuring Review

I'm writing on behalf of the London Tenants Federation (LTF) regarding the ODPM's rent restructuring review.

I wrote to Lord Rooker in May of last year requesting that LTF representatives be involved in the review. That letter expressed concerns that London's council tenants' rents are not only increasing but that wide differences in rents across boroughs are occurring. These differences, far from reflecting the qualities that tenants value in their homes, which was a government stated intention in rent restructuring, are reflecting high property values in some neighbourhoods. London tenants are finding that in many areas their rents, rather than reflecting good conditions and services on their estates, are paying higher prices simply because they have wealthy neighbours.

In June we received a response from Andrew Parfitt. In his letter, he advised that the review 'will examine specific issues where fine-tuning adjustments to the approach would make sense for tenants and landlords.' The LTF was advised that a member of the Tenants Sounding Board would be part of the steering group and that later 'this year' that the ODPM hoped to arrange a discussion of emerging findings from the review with interested parties.

Andrew advised that he would keep us in touch with developments, but unfortunately we have had no further contact from him.

The LTF has recently heard that the Tenant Sounding Board member has not attended meetings and is therefore extremely concerned that as yet there has been no tenant input into the review. I would be grateful if you would advise on how tenants will be directly involved in the review.

Would you please also advise on whether the discussion of the emerging findings from the review with 'interested parties' took place and if so who took part in the discussion?
