Dear Lord Rooker

Re: Rent restructuring review

The London Tenants Federation has been advised that a review of rent restructuring is to take place next year. We are writing to request that tenant representatives from our organisation be involved in that review.

The government stated aims in rent restructuring were - for rents to be fairer and less confusing for tenants and for there to be a closer link between rents and the qualities that tenants value in their properties.

Concerns that we expressed in the ODPM's consultation on rent restructuring are already being realised. In London, tenants are already finding rents increasing rapidly and with wide differences in rents across some boroughs. Tenants across London are paying the price. Those who happen to live in high value property areas are paying a high price, not for better estates or services, but simply because their homes are situated in 'trendy' areas. In reality this represents a closer link between the market and our rents rather that the qualities we value in our homes and neighbourhoods.

We feel that it is crucial that tenants be involved in the forth-coming review - particularly those of us in receipt of the detrimental effects of rent restructuring.
